In Colorado, it is a statutory requirement for every school district to have a District Accountability Committee (DAC). The committee is made up of parents, teachers, DCSD staff, and community members and serves in an advisory capacity to the Douglas County School District Board of Education.

The District Accountability Committee (DAC) meets monthly throughout the year and makes recommendations to the Board regarding spending District money, charter school applications, improvement plans and parent engagement plans. The committee's members also make recommendations for areas and issues for study, as well as teacher and principal assessment tools.

DAC values ongoing feedback from each school’s School Accountability Committee (SAC) and provides training and information SACs can share with each school community.

Meetings of the District Accountability Committee are held on the second Tuesday of each month and are open to the public. The monthly meetings are typically at the District Administration Building, 620 Wilcox Street, Castle Rock, Colorado 80104 commencing at 6:30 P.M. in the Board of Education Room.

The SAC is an advisory committee, not a governing body, that advises the principal on school performance, budget priorities and parental engagement. The purpose of the commitee is to inform, encourage and provide opportunities for parent and community members to be involved in the planning and evaluation of the school’s instructional program and quality improvement processes.  Each SAC is comprised of parents, community members, principals and teachers. 

Topics discussed at SAC include: 

     Parent Engagement
     School Specific Budget Priorities
     School Unified Improvement Plan (UIP)

The Education Accountability Act of 2009 SB 09-163 and the Rules for the Administration of Statewide Accountability Measures (Updated April 11, 2013) state that the SAC shall have the following powers and duties:

Making recommendations to the principal on the school priorities for spending school moneys, including federal funds, where applicable.

Making recommendations to the principal of the school and the superintendent concerning preparation of a school Performance or Improvement plan, if either type of plan is required.

Publicizing and holding a SAC meeting to discuss strategies to include in a school Priority Improvement or Turnaround plan, if either type of plan is required, and using this input to make recommendations to the local school board concerning preparation of the school Priority Improvement or Turnaround plan prior to the plan being written.

Publicizing the district’s public hearing to review a written school Priority Improvement or Turnaround plan.

Meeting at least quarterly to discuss whether school leadership, personnel, and infrastructure are advancing or impeding implementation of the school’s Performance, Improvement, Priority Improvement, or Turnaround plan, whichever is applicable, and other progress pertinent to the school’s accreditation contract.

  1. Providing input and recommendations to the DAC and district administration, on an advisory basis, concerning principal development plans and principal evaluations. (Note that this should not in any way interfere with a district’s compliance with the statutory requirements of the Teacher Employment, Compensation and Dismissal Act.) *Points 5 & 6 do not mean that the committee is responsible for conducting principal evaluations. However, they are able to provide recommendations to DAC and district administration on the process and system for evaluations. This can be input on things like the type of evaluations used, what metrics they find important, or the overall evaluation system itself. While any district’s evaluation system must meet the guidelines outlined in S.B. 10-191, that law, in addition to the SAC statute, allows parents and guardians to provide input in that process.

  2. Publicizing opportunities to serve and soliciting parents to serve on the SAC.

  3. Assisting the district in implementing at the school level the district’s parent engagement policy.

  4. Assisting school personnel to increase parents’ engagement with teachers, including parents’ engagement in creating students’ READ plans, Individual Career and Academic Plans, and plans to address habitual truancy.

The Douglas County School District Parent Liaison is the point of contact for parent engagement committee trainings and resources, as well as a liaison between the District, Colorado State Advisory Council for Parent Involvement in Education, School Accountability Committees and the District Accountability Committee per CRS 22-32-142 (c).
